The Eastern Cape Department of Community Safety is inviting applications from suitably qualified candidates for the position of Finance Clerk based in Bhisho. This permanent position offers a salary of R237 453 per annum (Salary Level 5) and provides an excellent opportunity for individuals looking to start or build a career in public sector finance.

Candidates must have a National Senior Certificate (Grade 12), while a National Diploma (NQF Level 6) in Finance, Financial Accounting, or Cost and Management Accounting will be an added advantage. Requirements

  • National Senior Certificate with no working experience required
  • A National Diploma (NQF Level 6) in Finance, Financial Accounting, or Cost and Management Accounting will be an added advantage
  • Skills: teamwork, verbal and written communication, interpersonal relations, flexibility, computer skills, accuracy, aptitude for figures, and basic numeracy skills
  • Basic knowledge of financial functions and practices, and the ability to capture data, operate a computer, and collate financial statistics
  • Knowledge of basic financial operating systems (BAS, LOGIS, PERSAL, etc.)
  • Basic knowledge and insight into Public Service financial legislation, procedures, and Treasury Regulations (PFMA, DORA, PSA, PSR, PPPFA, Financial Manual)

Key Responsibilities

  • Receive order batches for processing payments
  • Check and verify invoices for correctness
  • Prepare and maintain the Payment Monitoring Tool
  • Prepare creditors’ reconciliations
  • Compile payment vouchers
  • Capture payments on both BAS and LOGIS systems
  • Distribute payment stubs to beneficiaries
  • Verify payment vouchers against payment stubs
  • Affix “PAID” stamps on all paid payment vouchers
  • File and safeguard payment vouchers
  • Retrieve payment vouchers requested by internal and external auditors
  • Attend to service providers’ queries

Application Process

Applications must be submitted using the New Z83 Application Form, effective from 1 January 2021. Applicants who apply through the Eastern Cape Provincial e-Recruitment System will have the Z83 form generated automatically once they click the “Apply” button. At the application stage, only a fully completed Z83 form and a detailed Curriculum Vitae (CV) are required. Copies of qualifications and other supporting documents should not be submitted with the initial application.

The Z83 form generated through the e-Recruitment System cannot currently be signed electronically. Applicants will therefore not be disqualified for submitting an unsigned Z83 form through the online system. Instead, shortlisted candidates will be requested to sign the form on or before the interview date.

Applicants can monitor the status of their applications by selecting the “My Job Applications” option on the e-Recruitment System. Although the generated Z83 form may not display qualifications or work experience, all information captured during the online application process is available to the recruitment team.

Shortlisted candidates will be required to submit certified copies of their qualifications and all other relevant supporting documents before or on the interview date. Non-South African citizens and permanent residents must also provide a certified copy of their Permanent Residence Permit. Failure to submit the required documents will result in disqualification.

Only shortlisted candidates will be contacted. If no communication is received within six months after the closing date, applicants should consider their applications unsuccessful.

Successful candidates will undergo several personnel suitability checks, including criminal record screening, citizenship verification, qualification verification, previous employment verification, and financial or asset record checks.

All shortlisted candidates, including members of the Senior Management Service (SMS), will complete two pre-entry assessments. These include a practical assessment to evaluate technical and generic competencies relevant to the position, as well as an integrity assessment to evaluate ethical conduct.

Candidates applying for SMS positions will also complete a technical exercise and interview. Following these assessments, a maximum of three shortlisted SMS candidates may undergo psychometric assessments to evaluate cognitive ability, behavioural preferences, emotional intelligence, and integrity. In addition, successful SMS candidates must obtain and submit the Nyukela Pre-Entry Certificate before appointment.

Successful applicants will be appointed subject to a probation period of 12 or 24 months, depending on the applicable conditions of service.
