The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (COGTA) invites interested and suitably qualified candidates to apply for the following positions: Finance Clerk, Registry Clerk: Facilities and Administration Clerk. These opportunities are suitable for candidates who have completed Grade 12/Senior Certificate, with no previous work experience required for the advertised positions.

The available positions offer an opportunity to enter the public service and gain valuable experience in finance, administration, registry services and government operations.

All three positions are on Salary Level 05, with a salary of R237,453 per annum.

1. Finance Clerk (X2 Posts)

Requirements

Applicants must have a Senior Certificate/Grade 12/NQF Level 4. No previous experience is required.

A valid driver’s licence is also required for this position.

Candidates should have knowledge and understanding of administrative and financial processes. Knowledge of financial and accounting functions will be beneficial, together with an understanding of basic financial practices.

The position also requires knowledge of relevant government legislation and policies, including:

  • Public Finance Management Act (PFMA)
  • Treasury Regulations
  • Public Service Act
  • Public Service Regulations
  • Labour Relations Act
  • Traditional and Khoi-San Leadership Act
  • Supply Chain Management (SCM) principles

Knowledge of financial operating systems such as PERSAL, BAS and LOGIS is required.

Candidates should have good computer literacy, particularly in MS Office, as well as numerical, planning, decision-making and problem-solving skills.

Good verbal and written communication skills are also required. Knowledge of IsiZulu and African culture is listed among the required knowledge areas.

Duties

The successful candidates will provide accounting and financial services within the department.

Key responsibilities include:

  • Rendering financial services.
  • Providing payment services for Traditional Councils and Local Houses.
  • Providing administrative and financial support to Traditional Councils and Local Houses.
  • Providing administrative support relating to trust accounts.
  • Supporting the management of assets belonging to Traditional Councils and Local Houses.

2. Registry Clerk: Facilities

Requirements

Applicants must have a Senior Certificate/Grade 12.

No previous experience is required, making this an opportunity for suitably qualified entry-level applicants who want to establish a career in government administration and records management.

Candidates should have knowledge of registry procedures and the Archives Act.

Knowledge of performance management procedures and policies is also required.

Applicants should demonstrate:

  • Good communication skills.

  • Ability to use computer equipment and relevant programmes.
  • Good verbal and written communication skills.
  • Ability to communicate with government organisations and private-sector organisations.
Duties

The successful candidate will provide registry services and assist with the effective management of official records and correspondence.

  • Maintaining an effective filing and records management service.
  • Processing documents for archiving.
  • Processing documents for disposal.

The position is based in Durban and provides an opportunity for a Grade 12 candidate to enter government service without previous work experience.

3. Administration Clerk

Requirements

Applicants must have a Senior Certificate/Grade 12 or equivalent.

No previous experience is required.

Candidates should have knowledge of clerical duties and practices, including the ability to capture data, operate a computer and collect statistics.

Knowledge and understanding of the legislative framework governing the Public Service is required.

Applicants should also have an understanding of working procedures within the relevant working environment.

Duties

  • Providing personnel administration clerical support services.
  • Providing financial administration support services.

This position is based in Umkhanyakude District and is suitable for applicants who meet the Grade 12 requirement and are looking for an entry-level government administration opportunity.
