Student Internship: Intern Valuer (x10) – City of Johannesburg

The City of Johannesburg invites qualifying students from the Johannesburg community to apply for the Student Internship Programme: Intern Valuer within the Group Finance Department, Property Branch (Valuation Services). This internship opportunity is designed to provide practical, work-based experience to students who require experiential training as part of their academic qualification or after completion of their studies.
The internship is available for a period not exceeding thirty-six (36) months and is open to students who meet the minimum requirements and have not previously participated in an internship programme relevant to their field of study. Successful applicants will gain hands-on exposure in property valuation processes, including research, fieldwork, and administrative support, in line with legislative and policy requirements of the City of Johannesburg.

MINIMUM REQUIREMENTS
• National Diploma / NQF Level 6 in Real Estate: Property Valuation, or a qualification recognised by the South African Council for the Property Valuers Profession (SACPVP);
• No experience required;
• Computer literacy, preferably with spreadsheet and word-processing skills;
• Valid registration with SACPVP as a Candidate Valuer / Professional Associated Valuer;
• Valid driver’s license and own transport;
• Only City of Joburg residents will be considered.
PRIMARY FUNCTION
To undertake specific tasks associated with all aspects of property valuations, including property market research and the physical attributes of property, as well as fieldwork, in order to operate as a technical expert on property valuation matters for the compilation and maintenance of the City of Johannesburg’s General and Supplementary Valuation Rolls, and to comply with all responsibilities as delegated by the Municipal Valuer in terms of the Municipal Property Rates Act (MPRA) 6 of 2004, as amended.

• Undertake research and fieldwork for the valuation of all types of properties and collect information in preparation for property valuation, including identifying and inspecting both the subject and comparable properties;
• Correct application of market value principles;
• Participate in the preparation and maintenance of the General and Supplementary Valuation Rolls in a manner that meets all legal requirements and Council policy;
• Perform administrative functions in line with the provisions of the MPRA;
• Perform ad hoc tasks such as Parks Contributions, as and when required;
• Develop and execute day-to-day operational plans;
• Provide enhanced process optimisation, efficiency, and continuous improvement in property valuation;
• Maintain and monitor assets and resources allocated to the Valuer;
• Engage relevant stakeholders and represent the Valuations Division on property valuation matters;
• Practice good governance and management of risk;
• Compile and submit various reliable reports.

An internship programme is an intervention by the City of Johannesburg to address the growing demand by tertiary institutions for students to undergo on-the-job exposure, as a pre-requisite to acquire an academic qualification, or as a requirement after the acquisition of an academic qualification to obtain experiential training. The City is committed to providing work-based training for students.
- This internship opportunity is applicable to youth in the Johannesburg communities, who qualify for this internship and have never participated in an internship programme before, except in circumstances where the internship programme was not relevant to the candidate’s course of study.
